What is Hawafez Program
The Ministry of Economy, represented by the Small and Medium Enterprises Council, signed a memorandum of understanding with the Ministry of Human Resources and Emiratisation aiming to strengthen their joint cooperation in developing incentives' policies and procedures for National SME owners.

Terms and Conditions
- That the owner of the facility, or any of his partner(s), does not own, is not a partner in, is not acting as a service agent in more than 5 establishments (including small or medium enterprises that receive Hawafez program privileges), and that none of these facilities is suspended for any reason, or has any other restriction
- The number of employees in the establishment does not exceed 50 employees when applying for Hawafez program
- The privileges and incentives to be availed for no more than 2 establishments for one owner
- The establishment license is valid and does not exceed three years from the first trade license issuance date, provided that Hawafez program privileges shall be valid for a period of five years from the date of approval
- Hawafez program membership renewal is linked to thetrade license expiry date and is renewed along with the trade license renewal if no more than three years have passed from the first trade license issuance date, provided that the terms and consitions listed in this application are not violated
- All privileges offered shall be canceled in the following cases:
- The establishment employees work for third parties, the establishment uses employees from third parties without the Ministry's permission, or it is proven that the business relationship of the establishment with its workers is a fictitious one
- Selling the facility or transferring its ownership to another person without notifying the SME programs
- If it is proven that the small or medium enterprise is managed by someone other than the owner of the establishment or does not have an Emirati manager
- If the number of workers exceeds 50 after receiving the incentives; the classification of a small or medium enterprise as first category establishment shall be canceled, and it shall be reclassified as per the standard establishment classification criteria
- A small or medium enterprise shall be reclassified as per the standard establishment classification criteria after three years from the date of classifying it as first category establishment, or more than 3 years have passed from the first trade license issuance date
